ClearPine: Planned Community in Sisters, Oregon

Located on a former timber mill site in Sisters, the ClearPine development represents a new chapter for the Central Oregon town. The name pays homage to the “clear” (meaning knot free) Ponderosa pines milled on site for nearly fifty years, until the mill was shuttered in the 1960s. Originally zoned as industrial property, the site remained vacant for several decades before ground broke on the community now known as ClearPine.
Here, development manager and Central Oregon resident Peter Hall discusses why the time is right for Sisters to join the nationwide trend of planned communities and how Sisters will put its stamp on the project.
What draws people to Sisters versus other Central Oregon locales?
Sisters is located twenty-two miles northwest of Bend. While Bend is a recreational boom town, Sisters offers a completely different experience in a community-minded atmosphere. Artists and musicians are attracted to Sisters for its nationally known events, such as the Sisters Folk Festival and Sisters Outdoor Quilt Show. Many of Sisters’ 2,500 residents relate on a “first name” basis— expect to see friends and neighbors as you walk the streets of Sisters.
Why do you believe planned housing communities are trending with buyers?
Planned housing communities are highly sought after for their locations and amenities. ClearPine offers small, energy efficient, upscale homes in a semi-urban environment and further intrigues buyers with a strong sense of community, a variety of design options and hundreds of square miles of national forest land on its western border.
In what ways is this project a departure from Sisters’ past residential planning?
Because of professional urban planning, ClearPine has a fresh, custom appearance unlike that of a typical “tract” neighborhood. There is an identifiable balance between open space and housing, as detailed in the master plan. Stringent exterior design guidelines and tree removal standards ensure the neighborhood has a consistent, established feel as each phase is developed, which is key to long-term value preservation in ClearPine.
Architecture design options include American Foursquare, Mid-Century Modern, Craftsman and Prairie. Could you tell us a bit about why these design aesthetics are complementary?
In addition to an “open” category of architecture, in which the architect may present an innovative architectural style, these four traditional styles provide long- lasting beauty and variety to the residents of ClearPine and are instantly familiar to new residents looking to establish their homes in the neighborhood. In the summer of 2016, ClearPine was awarded the 2016 COBA Tour of Homes “Best in Show” and “Best Architectural Design” awards for a Prairie-style home located on Forest Edge Drive.
ClearPine currently offers a mix of home and cottage floor plans, with townhomes coming in a later phase. What are the highlights of each property type and what is the rollout schedule for the five phases of property development?
While primarily a single-family home community, eventually some 30 percent of ClearPine’s year-round and part-time residents will live in smaller townhomes and cottages. The big push in 2017 is to introduce the ClearPine Cottages to the market. The first of nine “modern farmhouse” cottages will be featured on the 2017 COBA Tour of Homes. The two-level plan includes 1,214 square feet, mountain views, and is set adjacent to a common green space featuring a community garden area and fire pit, built for the exclusive use of cottage residents. A 1.2-acre park will be built within the central part of ClearPine in Phase 3, slated to open in 2018. Planned amenities include bocce ball or pickleball courts, plus a covered barbeque and picnic area. Phases 4 and 5 are planned to follow in the coming years.
How else is ClearPine incorporating the region’s natural elements?
To assist in the enhancement of local stream ecosystems, ClearPine is a significant donor of “whole” trees (includes the root ball), to local watershed improvement projects. As trees are removed to create new streets, they are transported and strategically placed to enhance spawning habitat for trout, salmon and steelhead under a comprehensive enhancement plan managed by the Upper Deschutes Watershed Council and other entities. Darron Welch: Oregon Coast Masterbrewer at Pelican Brewing Company

When Darron Welch was a University of Oregon history major clicking away at the typewriter keys, writing his senior thesis on prohibition in Oregon, he couldn’t have known what the bygone era would mean for his future. Welch had already fallen in love with beer during his gap year in Germany, but the meticulous researcher still had years of fine tuning ahead of him before he would become the brewmaster who created Kiwanda Cream Ale, the internationally-acclaimed flagship brew at Pelican Brewing Company that was inspired by the pre-prohibition era ale.

Flash forward past more travels, including the time he met his future wife while they were studying abroad in Hungary, and his brief career buildings organs (the kind that play music), and Welch was still the same beer- loving guy. The guy who, as a minor, convinced his dad to buy him homebrewing supplies so he could at least try to replicate the robust flavors he developed a taste for while abroad.
“The Kiwanda is my interpretation of the All-American beer,” said Welch of the cream ale, one of only two beer styles truly homegrown on U.S. soil. “With immigration to this country came light lager transitions, a cold storage ale and lager combo. Then so much tradition and heritage was lost during prohibition. Out of that time came this homogenization of beer that lasted until the ’80s and early ’90s.”
It is some combination of his predilection for history and a nearly reverential dedication to process that have turned the soft-spoken Welch into the decorated darling of the craft beer industry the world over, with a combined seven “Brewer of Year” awards from the World Beer Cup and the Great American Beer Festival. This year alone he has led the brewery to seventeen international honors. This marks the third-time Pelican was named Champion Medium International Brewery at the Australian International Beer Awards, which is the largest annual competition of its kind in the world that judges both draught and packaged beer. Add this year’s decorations to the brewery’s 300-plus awards over two decades and it’s tough not to take notice of the froth coming out of the Oregon Coast.
In 1996, Welch was ready to move back to Oregon after having dipped his toes in the Midwest brewing industry. At the same time a couple on the Pacific Coast, Jeff Schons and Mary Jones, was brushing some sand off a vacant oceanfront pizza joint in Pacific City and hatching a plan for Oregon’s only beachside brewpub. The perfect storm came together when Welch saw the couple’s handwritten advertisement for a brewer on a corkboard at a small Oregon brewing conference that year. “I got the gig and became a partner in Pelican with them a few years later,” said Welch, now 49.
Tucked in a mid-coastal plot of land not touched by Highway 101, Pacific City was the type of town one had to discover. Maybe you heard about it from a surfer friend. Perhaps you navigated to the green swath of southern Tillamook County looking for Cape Kiwanda State Natural Area—the cream ale’s eponymous forest begins just past the sand dunes visible from Pelican’s flagship pub—using the hair-thin lines of a crinkled map.
Today, Pacific City is a summer tourism hotbed, even though the hamlet’s year-round population barely reaches four digits. Vacation homes and cars packed full of families craving salty air have continued to crop up around the successful brewery and its perch overlooking Haystack Rock. With consistent growth and demand for its products, Pelican sales are up more than 500 percent from 3,500 barrels in 2013 to 16,000 barrels in 2016. For comparison, the designation “microbrewery” is reserved for breweries producing less than 15,000 barrels of beer annually. The company doubled its brewing and bottling capacity with an expansion at its Tillamook facility in 2013 and opened a new brewpub in Cannon Beach this year. All three locations have brewing capacity with similar water flavor profiles and all three Oregon Coast sites brew the iconic Kiwanda Cream Ale.

Welch said he appreciates his twenty-plus years of coastal living during his regular commute. It takes about forty-five minutes to drive from his home in Neskowin, just south of Pacific City, where he and his wife are raising their two teenage sons, to the Tillamook facility where Welch leads the brew team, which brews in 14,000 square feet of high tech mastery. Glistening chrome tanks reflected in Welch’s glasses as we toured the facility. “The bottling line machinery does 165 bottles a minute…” he said, walking the warehouse floor while summarizing the scene with measured surety. “Here, this equipment helps us achieve optimal pitching… Over here is where we manage attenuation levels… This is the Hopinator.”
It took a bit of probing before Welch confessed his role in the high-tech tank’s creation. Perhaps it should come as no surprise that in his quest to brew the perfect beer, Welch found a company, Portland’s Metalcraft Fabrication, to collaborate on the development of the Hopinator—a two-story R2D2- like apparatus that creates optimal aroma and flavor stability during dry hopping. The machine’s oxygen management efficiency yields better flavor profiles than the standard process and uses up to 30 percent less hops, in addition to being safer for brewers to use and more sanitary.
While many people look at Welch and see a beer savant, Welch sees himself as precision oriented. “We couldn’t have gotten to where we are today with just my mindset. It’s important for me to coach and persuade the team to create assertive yet balanced flavors,” he said. “I design processes so that we can achieve exactness in our flavor profiles.”
And designed and coached, he has. Welch’s sparse square of an office has just a few photos hung on one wall, next to pinned up documents and chicken- scratch technical notes. In each image, Welch stands next to one of his young brewers who has gone on to achieve brewing success elsewhere: Travis Zeilstra of Wyoming’s Black Tooth Brewing; Jason Schoneman, who started Steel Toe Brewing in Minnesota; Portland’s Gigantic Brewing co-owner and brewmaster Ben Love.

“Pelican was my first real brewing job,” said Love. “Darron taught me how to brew and gave me the skills and a strong foundation for how to make incredible beer. Working with him set me on the path that lead to the opening of Gigantic.”
Most of Welch’s brewers have been recruited from outside of Tillamook County, but the majority of Pelican’s staff are locals, even if there are more cows than people in the county. “There is a mechanical aptitude in this agriculture-based community,” said Welch. “We are deeply tied to the coast as a company.”
Welch described the Tillamook taproom and brewing facility and the new Cannon Beach brewpub as natural steps in the brewery’s evolution that stay true to the brand. Seasonal brews such as Captain of the Coast (yes, that new release has already won an award) complement year-round staples such as Tsunami Stout and, of course, the crown jewel: Kiwanda Cream Ale.
Welch brought the cream ale back to prominence and Pelican gets to be the arbiter of its identity in modern history. Easy-going yet exacting, just like its brewmaster, Kiwanda Cream rides in on a wave of floral aromas, then hits the shore with a touch of malty sweetness that is finished by a creamy tang.
“Craft brewing, right now, is living history,” said Welch, differentiating the flavorful brews made by him and his peers from the generic, mass-produced lagers made by the Coors and the Buds of the world. “People will look back on this time in brewing as the rebirth of an American craft. It’s creative, disruptive. It’s upending what we know about beer. Our mission is complete when a standard lager accounts for less than 25 percent of the beer industry.”
Today’s market share for craft brewers is 12.3 percent and counting, according to the Brewers Association in Boulder, Colorado. This share has more than doubled in just half a decade. While Welch’s mission won’t be fulfilled tomorrow, his continued contribution to the field is sure to make history.

The younger Earle ran the Chiles Foundation, a charitable organization founded by his father, from 1968 until his death in 2016. Through scholarships, grants to nonprofit organizations and significant contributions to such institutions as the University of Portland, Portland State University and Providence Health & Services, the foundation has benefited thousands of Oregonians—primarily in the fields of higher education and medical research. 2017 Solar Eclipse Oregon: Time and Best Places to View

On August 21st, 2017 all of North America and parts of South America, Africa, and Europe will experience an eclipse of the sun. In order to see the total eclipse, where the moon fully covers up the sun for a few minutes, you must be in the narrow path of totality. The good news is that Oregon is in the path of totality and is considered one of the best places to view the total eclipse.

Places

Lincoln Beach, just south of Lincoln City, and Madras, in Central Oregon, are two locations that have been highlighted as prime spots for this rare event. Central Oregon, known for having a lot of clear, warm summer days, might edge out the coast and other locations in the US for top spot as the chances of the sun not being obscured by clouds on that day is really high. Plus, the Cascade Range provides an incredible backdrop of scenery while you view the solar eclipse.
Another positive of viewing the eclipse in Central Oregon is that you’ll be in close proximity to a lot of other fun activities. Head to Smith Rock for great hiking and rock climbing, float the Deschutes River in Bend with your family, or head to the mountains or lakes and experience the beautiful outdoors with camping, paddle boarding, and night skies that will provide unforgettable views of the stars. If you’re traveling to Central Oregon to experience the eclipse, there is no reason to stay a few extra days and see why many people decide to move there.

According to NASA, the eclipse begins in Madras around 9:06 a.m. PDT and ends at 11:41 a.m. Totality will begin around 10:19 a.m. and end around 10:21 a.m., a full 2 minutes of a total solar eclipse! Lincoln Beach will also have similar times. The closer you are to the path of totality in Oregon, the better your chances are in experiencing the full time the moon will be fully covering the sun.

It’s highly recommended you obtain the proper equipment to view the 2017 solar eclipse. Looking directly at the sun can cause serious injury to your eyes, which is why it’s important to plan ahead for this event. This also applies to viewing the the sun through a camera or telescope, which also require a special type of solar filter in order to view the sun safely.

Otter Crest State Scenic Viewpoint – Otter Rock: While the name is a humorous nod to stormy conditions, the views at Cape Foulweather are a picturesque panorama perched 500 feet above the ocean shore at Otter Crest State Scenic Viewpoint. Just steps from your parking spot, a breathtaking crescent of white sandy beach is revealed, stretching south. When the surf is up, watch wetsuit-clad revelers catching waves. Around the cape to the north, a turbulent geologic wonder called Devil’s Punchbowl elicits oohs and ahhs from visitors as waves spring to life around the rocky formation. Whale watchers congregate here, too, hoping to spot gray whales on their spring migration to Alaska.

Pittock Mansion: After shopping the tidy row of well-appointed boutiques on NW 23rd Avenue, a ten-minute drive into Portland’s west hills brings you out of city life, past dreamy private homes, through a forest and up to Pittock Mansion. The only thing that stands between the parking lot and a sweeping view of Portland and Mt. Hood beyond is the grand mansion. Built by pioneer turned The Oregonian owner Henry Pittock and his wife Georgiana more than a century ago, this impressive mansion proves that the philanthropic couple knew how to pick a build site. The iconic estate was purchased— and saved from demolition and redevelopment—by the city of Portland in the 1960s.
Walk around the mansion and through its verdant garden, which reveals a grass runway to the precipice above Forest Park. There isn’t a better place to see the city grid, sliced down the middle by the Willamette River and flecked with lush green tones that expand to the wilderness beyond. Head indoors where, for a small entry fee, visitors can access a dose of early-nineteenth century grandeur. The Turkish smoking room is a highlight.

Dine at Departure Restaurant + Lounge: (Drive time from Pittock Mansion: 15 minutes)
Take the elevator to the fifteenth floor of downtown’s swanky hotel, The Nines, where floor-to-skylight windows deliver sweeping city views from Departure Restaurant + Lounge. Inside, modernity meets whimsy in an Asian-inspired restaurant. An outdoor lounge provides airy, well-heeled ambiance on dry days.

Bend

Pilot Butte: Breathe in the juniper scent while getting to know Central Oregon from its most accessible viewpoint. The extinct cinder cone that rises, bubble-like, out of Bend’s east side is one of only four volcanoes located within a city’s boundaries in the United States. Drive right to the top of the beloved vantage point to survey 360 degrees of high desert landscape and twenty-two peaks. A bronze wheel in the center of the viewing platform names each peak and identities its distance from Pilot Butte. Other iconic gems visible from this outlook include the smokestacks in Bend’s Old Mill District and Smith Rock.

Pronghorn resort’s Chanterelle Signature Dining is a refined culinary experience.
